Armed School Personnel Study


At the LWV Ohio State Convention in May 2019, LWVH presented a proposal to study whether arming school personnel improves the health and well-being for students, school personnel and the community. League members at the convention approved that the study to be conducted by the LWV Ohio. LWVH agreed to take the lead for this study. The study committee will complete all tasks required of a League study. This will result in a position to be voted upon by all League members at the LWV Ohio State Convention in May 2021.

Study Description:
“Moves consideration of a new study to assess the impact on the health and safety of students, school personnel and community when school personnel are armed while on school grounds. Rationale includes an increase in risk of harm if school personnel are armed. Further, school boards are allowed to arm school personnel without informing the community. Our scope would include risk of harm to students, school personnel and communities, mishandling of firearms, training, cost, accountability and liability issues. LWV Hudson will take the lead for the study. Study includes members from across Ohio.”

Objectives:
  • Coordinates all aspect of the study tasks with LWVH and other interested Ohio Leagues
  • Sets a timeline of all tasks needed to complete the study
  • Researches relevant material about all aspects of the topic
  • Interviews appropriate subject matter experts
  • Writes consensus questions for the study for approval for LWV Ohio
  • Provides a study guide to all Ohio Leagues regarding the consensus questions topics
  • Presents final report on the study to be voted on by all Ohio league members at the 2021 State Convention


Accomplishments:
  • Established a study committee that includes members from LWVH as well as other Leagues including at Greater Cleveland, Akron, Miami, and Dayton
  • The committee includes two students (one high school and one college) who are an integral part of the committee
  • Gathered relevant research materials and wrote summaries of the research
  • Wrote consensus questions which were approved by LWV Ohio Board
  • Met timeline goals

Arming school personnel is an emotional topic and the committee has worked very hard to maintain a neutral stance on this issue providing both pro and con sides of the research. We’ve been fortunate to have LWV Hudson’s first intern join us on this study. Her input has been invaluable. Other perspectives on the committee include a high school student, educators, psychologists, retirees, and a stay at home mom. Every viewpoint has been and continues to be significant to this study.
